Re-size you picture to the size you want.
Increase canvas size, with background colour set to the colour of your choice, by 10 pixels for both height and width.
Re-re-size your picture to the size you want again.
Save.

Or the easier way.

Open your image.

Double click on the background layer, then this box appears:

Image

Click OK.

Then double click the layer again. And you get this menu.

Image

Then click and check "Stroke" in the menu down the left. And change the position to "Inside"

Image

Then change the colour and alter the size.

Image

Click OK and you get a border.
