i could have done something like that in college, but i cant remember what package i used so i cant get a copy of it.

Macromedia Flash does the same thing but..

I used imageready that comes with photoshop to create a few slides with a grayed out name and a blue name so it flashed then changed the timings so it light stays on sometimes.
